Dubai Municipality Water Tank Cleaning Rules for Owners

Under Dubai Municipality guidelines, every water storage tank in a building must be emptied, cleaned and disinfected at least twice a year by a Municipality-approved company, inspected at least monthly, and backed by lab test results and written records.

In Dubai, most homes and buildings don’t draw water straight from the mains to every tap. Water is stored first in rooftop or underground tanks, where it can sit for a day or more. In the UAE heat, stored water warms up, loses its chlorine and becomes a breeding ground for sediment, algae and bacteria such as Legionella.

That’s why Dubai Municipality treats tank hygiene as a public health issue, not optional maintenance. If you own or manage a villa, residential tower, office building, school or hotel, this guide explains the rules you must follow, the approved cleaning process, the paperwork to keep, and what happens if you don’t comply.

The Key Dubai Municipality Water Tank Cleaning Rules

The rules come mainly from two technical guidelines published by Dubai Municipality’s Health and Safety Department: the Technical Guidelines for Quality of Unbottled Drinking Water (DM-HSD-GU17, issued September 2024) and the Technical Guidelines for Legionella Control in Water Systems (DM-HSD-GU44, latest edition August 2025). Here is what they require in practice.

RequirementWhat it means for building owners
Cleaning frequencyEmpty, clean and disinfect every tank at least twice a year (every 6 months)
Extra cleaningClean and disinfect again whenever Legionella or other contamination is found
Monthly inspectionInspect tanks at least once a month, with all covers intact and firmly fixed
Approved companyOnly a company approved by Dubai Municipality’s Food Safety Department may clean drinking water tanks
Approved methodFollow the DM procedure: drain, clean, rinse, chlorine disinfection, rinse, refill
Lab testingSend a water sample to an accredited laboratory after cleaning
RecordsKeep cleaning reports, contracts and lab results on file for inspection
Cold water temperatureKeep cold water below 20 °C throughout the system where possible, to limit Legionella growth

Who is responsible?

The building owner, or the facilities manager or owners’ association acting for them, is responsible for keeping tanks clean, booking an approved company, and holding the records. The cleaning company is responsible for following the approved method and issuing a proper cleaning and disinfection report.

DIY cleaning is not compliant

Cleaning a drinking water tank yourself, or using a general cleaning company without the specific tank cleaning approval, does not meet the rules. It also won’t give you the report you need if an inspector visits.

Which Buildings Do the Rules Apply To?

The guidelines cover water storage tanks in both residential and commercial buildings across Dubai. That includes:

  • Private villas and townhouses with rooftop or underground tanks
  • Residential towers and apartment buildings with shared tanks
  • Office buildings and mixed-use towers
  • Hotels, hotel apartments and holiday homes
  • Schools, nurseries and universities
  • Hospitals, clinics and healthcare facilities
  • Restaurants, cafeterias and food establishments
  • Labour accommodation and staff housing
  • Shopping malls, warehouses and industrial facilities

High-occupancy and sensitive premises, such as hospitals, schools, hotels and food businesses, are inspected more closely. Many operators clean these tanks more often than every six months as a precaution.

The Approved Water Tank Cleaning Process

Dubai Municipality’s Legionella guideline sets out a clear step-by-step method. A compliant contractor’s method statement should follow the same sequence.

  1. Plan and notify. Carry out a risk assessment, then inform residents or staff about the cleaning date and the temporary water interruption. Warning signs go up in water-use areas during disinfection.
  2. Pre-disinfect if needed. If the tank is in very poor condition, it is pre-disinfected so the crew can work inside safely.
  3. Drain the tank. All water is emptied before cleaning starts.
  4. Clean walls and floor. Sediment, sludge, algae and biofilm are removed using a soft brush and clean water, with approved products only for stubborn deposits. The method must not damage the tank lining.
  5. Rinse. The tank is rinsed several times until all sediment and cleaning residue are gone.
  6. Disinfect. The tank is filled to about three-quarters, a 50 ppm chlorine solution is added and mixed, and the water is left to stand for at least 4–6 hours.
  7. Rinse and refill. The chlorinated water is drained, the tank is rinsed again, refilled with clean water and checked for leaks.
  8. Test. A water sample is sent to an accredited laboratory at least 48 hours after refilling.

The crew should wear proper protective equipment, including gloves, eye protection and masks, as tanks are confined spaces.

The guideline also treats the building’s pipework as part of the water system. Internal pipes should be disinfected at least twice a year, so a quote that covers only the tank may leave part of your system untreated.

A quick warning sign

The disinfection step is a timed soak lasting several hours. A crew that drains, sprays and refills your tank in under an hour has almost certainly skipped the step that actually disinfects it.

Water Testing, Reports and Records

Cleaning alone isn’t enough to show compliance. Dubai Municipality expects proof that the work was done properly and that the water is safe.

Laboratory testing

  • A sample is taken at least 48 hours after refilling under the Legionella guideline, and around a week after each six-monthly clean under the drinking water guideline.
  • Periodic samples should also be taken at least every six months.
  • Testing must be done by a laboratory accredited by the Emirates International Accreditation Centre (EIAC), against the UAE standard for unbottled drinking water (UAE.S GSO 149:2021).
  • In normal use, free chlorine at the tap should sit around 0.2–0.5 ppm.

What the cleaning company must give you

  • A cleaning and disinfection report listing the chemicals used, how they were applied and the cleaning method
  • Material Safety Data Sheets (MSDS) for each product used
  • A copy of its valid Dubai Municipality water tank cleaning approval
  • The laboratory test result for the water sample

What the building must keep

RecordMinimum retention
Tank cleaning and disinfection reports5 years (if no electronic records system)
Water sample and lab results5 years (if no electronic records system)
Monitoring data, such as temperature and chlorine checks2 years
Cleaning and disinfection contractsKeep current and on file
Monthly tank inspection logsKeep on file for inspectors

For buildings covered by the Legionella guideline, required reports are also submitted online through Dubai Municipality’s Building Health and Safety e-services.

Penalties and Risks of Non-Compliance

If an inspector finds a problem, Dubai Municipality usually issues an alert first and gives a deadline to fix it. Fines and legal action follow if the issue isn’t corrected in time.

The fines table in the drinking water guideline includes:

ViolationFine
Violating health conditions related to cleaning drinking water tanksAED 1,000
A tank cleaning company breaching health conditionsAED 1,000
Practising a regulated activity without a permit from the competent departmentAED 20,000

Fines can repeat for continued violations, so the real cost of ignoring the rules is often higher. The fines are also only part of the risk:

  • Health risks. Dirty tanks can harbour Legionella, E. coli and other bacteria, which can cause stomach illness and serious lung infections.
  • Liability. Owners and managers may face complaints or claims from tenants, staff or guests who fall ill.
  • Business disruption. Hotels, restaurants, schools and clinics can face closer scrutiny and may struggle to pass health inspections.
  • Damage to equipment. Sediment and scale can clog pumps, pipes, heaters and filters, raising repair costs.

Fines and guideline details can change, so always check the latest edition on the Dubai Municipality website.

Signs Your Water Tank Needs Cleaning

Water can look clear and still be contaminated, so you should stick to the six-month schedule regardless. But book a clean right away if you notice any of these signs:

  • Cloudy, yellow or brown water from the taps
  • A musty, earthy or unusual smell or taste
  • Sand, grit or particles in sinks, showers or filters
  • Slimy residue on tap aerators or shower heads
  • Low water pressure or frequently clogged filters
  • Mosquitoes, insects or debris around the tank or overflow pipe
  • A damaged, cracked or loose tank cover
  • It’s been more than six months since the last professional clean

Frequently Asked Questions

How often must water tanks be cleaned in Dubai?

Dubai Municipality guidelines require water storage tanks to be emptied, cleaned and disinfected at least twice a year, and again whenever contamination such as Legionella is found.

Is water tank cleaning mandatory for villas?

Yes. The guidelines cover residential buildings, including villas, as well as commercial premises. Villa owners are responsible for their own rooftop and underground tanks.

Who can clean water tanks in Dubai?

Only a company approved by Dubai Municipality’s Food Safety Department for water tank cleaning. A general cleaning licence or a pest control approval does not cover this work.

What documents should I receive after cleaning?

You should get a cleaning and disinfection report listing the chemicals and method used, safety data sheets for the products, and a lab test result from an accredited laboratory.

What is the fine for not cleaning a water tank?

Dubai Municipality’s drinking water guideline lists AED 1,000 for violating health conditions related to cleaning drinking water tanks. Owners are usually alerted and given a deadline to correct the issue first.

How long does water tank cleaning take?

The chlorine disinfection alone needs at least 4–6 hours, so a full clean usually takes most of a day. Plan for the water supply to be off during the work.

Is the chlorine used for disinfection safe?

Yes, when the process is followed correctly. The tank is thoroughly rinsed after disinfection, and normal tap water should contain only around 0.2–0.5 ppm of free chlorine.
